Is it allowed in Canada to import tulip bulbs in your luggage when you travel by airplane?

I’d like to give tulip bulbs to a girl I met in Europe because she told me she loves those flowers… Now I don’t know if it’s allowed to import them by putting them in your baggage..

To be on the safe side buy the tulip bulbs in Europe as I believe any plant material is not allowed. Most of our tulip bulbs come from Holland anyway and will be available in stores in the late summer and fall.
