International efforts on Achieving Universal Primary Education?

What are measures that countries have taken to achieve Goal 2 of the Millennium Development Goals?

Some were , ON THEIR OWN, working towards these ‘goals’ long before the UN ever came into existence. Because of the UN ‘goals’, many of these countries will be viewed as ‘failing’ since they probably won’t reach the goal by 2015. The years of success will not be highlighted. Again, just like the Dept of Ed NCLB Act, success is only measured from the time you gave the test, and the end date for determining if you met your ‘goals’. You prior success or your efforts cannot be included, since you can’t ‘measure’ this. The UN is nothing more than a propaganda machine, and bleeds the US of tax dollars to support elitists.
