For laws to be effective they must reflect the will of the people who are governed by those laws.
Even in The United states of America, the fifty States each have laws that are uinque to that state,
Even at the Municipal level different cities in the same state have different laws.
the different laws reflect the will of the local population.
for example the State laws of South Dakota are very different from the State Laws of California.
the reason is that the residents of the State of South Dakota have very different needs and desires compared with the needs and desires of the residents of The State of California.
Also the Municipal code of the city of San Francisco, California is very different from the Municipal code of the City of San Jose, California.
Again the reason for the differences is that the residents of The City of San Francisco have very different needs and desires compared with those of the residents of the City of San Jose.
